The Law Providing for Accessibility of Products and Services (Νόμος Που Προνοεί Για Την Προσβασιμότητα Προϊόντων Και Υπηρεσιών), The Republic of Cyprus’ digital accessibility regulation, is governed by the Deputy Minister of Social Welfare, with the Council of Ministers overseeing public departments.
What it includes
- IT hardware and operating systems
- Self-service terminals, including payment and ticket machines
- Consumer terminal equipment providing electronic communications and audiovisual media services
- E-readers and other consumer IT equipment
- Electronic communication services (excluding machine-to-machine services).
- Audiovisual media services
- Passenger transport services, including websites, mobile apps, electronic tickets, and transport information
- Banking services, e-books, and e-commerce services
Exceptions
The regulation specifically excludes web content and mobile applications for pre-recorded media and office files created before June 28, 2025. Additionally, third-party content and archival content are exempt from compliance requirements.
Fines and penalties
The first instance of violation carries a fine of up to 10,000 euros. If the violation persists, the fine increases to 20,000 euros, with an additional daily penalty of up to 500 euros if the company remains non-compliant. Individuals can also face criminal charges. Ignoring official notices, misusing certifications, or providing false information to enforcement authorities may result in up to two years of imprisonment, a fine of up to 20,000euros, or both. Repeat offenders could face penalties including up to three years in prison, fines of 30,000 euros, or both.
Reporting
Organizations are obliged to publish and regularly update a detailed, comprehensive and clear statement on accessibility regarding the compliance of its websites and software solutions for mobile devices with the provisions of this regulations
The reporting procedures related to digital accessibility include providing information that proves compliance with the law, describing how the service meets accessibility requirements, and including information that evaluates the service provider’s compliance with harmonized standards and specifications. Service providers must inform consumers about the accessibility of the service, and the competent authority has the power to check compliance, verify corrective measures, and examine complaints or reports concerning non-compliance with accessibility requirements.
